Communicating the end of a political campaign is tricky for any non-winning candidate. Rick Santorum did not “end,” “cancel,” or “shut down” his campaign today. “Suspending” a campaign creates the illusion that things may spring back to life at any moment. There are several reasons why politicians feel they must communicate in this manner.
